The pensions of aldermen are based on the General Pension Act for Political Office Holders (APPA). This law regulates pensions for, among others, members of the House of Representatives, provincial executives, and the daily boards of water authorities. Aldermen form by far the largest group. The pension scheme closely resembles the ABP pension plan. The pension contribution is withheld from the salary and the budget, but not paid to a pension fund.
Governments have the responsibility to establish provisions to fulfill promised pension entitlements. This makes it transparent which pension claims and rights have been reserved for whom. The actual pension administration, such as recordkeeping and disbursement of benefits—is often outsourced to a specialized pension administration organization and insurer(s).
In recent years, there have been many developments, such as the sharp decline in market interest rates, increased life expectancy, and the Pension Agreement.
